            "commit_message": "fix: modernize CI dependency pins and drop broken pre-commit step\n\nFollow-up to the molecule/ubuntu2204 scenario fix: a real GitHub Actions run\nsurfaced two issues local verification (modern globally-installed molecule)\ndidn't catch:\n\n1. The \"Run pre-commit checks\" workflow step fails immediately -- no\n   .pre-commit-config.yaml exists (matches ansible-frr, which doesn't use\n   pre-commit in CI at all). Removed the step.\n2. requirements.txt/requirements-dev.txt still pinned ancient molecule==3.0.x\n   / ansible==2.9-2.10 / pyyaml==5.3.1 -- installed only via a warm pip\n   cache, and molecule 3.0.x is a different tool from the modern molecule\n   used for local verification. Regenerated via pip-compile against\n   requirements.in (bare \"molecule\" -> \"molecule-plugins[docker]\", matching\n   ansible-frr's current pattern).\n\nVerified green on GitHub's actual runner (full molecule test sequence:\ncreate, prepare, converge, idempotence, verify, destroy).\n\nfixes #26",
